Rule 70
Openly call for letters of intent and prepare a shortlist

(1) In order to purchase consulting services worth more than three hundred thousand rupees, the public body shall publish a notice and request a letter of intent in accordance with Section 30 of the Act.
(2) In general, if you have to purchase consulting services worth more than 10 million rupees, you should request an international letter of intent.
(2a) Except in the case of Section 15 of the Act, if the cost estimate of more than 20 million rupees and up to 10 million rupees is to be purchased for consulting services, the letter of intent shall be requested through competition only among national level bidders.
(3) In accordance with sub-rules (1) and (2), the following things should be disclosed in the notice requesting letter of intent:--
(a) Name and address of public body,
(b) a general description of the proposed work or project,
(c) Sources of expenditure for the proposed work,
(d) Qualification of the applicant,
(e) If the applicant is a firm or company,
(1) Description of firm or company, organization and employees.
(2) If two or more firms or companies provide consulting services as a group, organization or joint venture, the name, address, details and name of the firm or company that works mainly,
(3) Details of work and location of a similar nature completed during the past “seven years, and
(4) Personal details of key personnel involved in the proposed work.
(f) In the case of individual consultants, details of work of similar nature and location completed in the last four years and his/her personal details,
(g) Estimated time required to complete the proposed work,
(h) Proposals for the procurement of consulting services will be requested only from shortlisted individuals, firms, organizations or companies,
(i) Documents to be submitted by the applicant (h) instructions for preparation of letter of intent and last date and place of submission of letter of intent, and
(k) Address and contact person to contact the public body.
(4) When requesting an international level letter of intent, the public body must take the approval of an officer one level above.
(5) In compliance with this ruleAfter evaluating the qualification, experience and capacity of the prospective applicant, the public body shall determine the basis for evaluating the qualification, experience and ability of the applicant and select the applicant who can provide such consultancy services. But the bases of the approved evaluator cannot be changed and evaluated after the letter of intent has been filed.
(6) When choosing an international letter of intent, the public body should choose different countries, backgrounds and a local firm or company.
(7) According to the notification as per sub-rule (1), the reputed consultant who has not submitted the letter of intent can be contacted and his name can be included in the short list.
(8) If at least three applicants cannot be selected during selection of applicants according to this rule or when names are included in accordance with sub-rule (7), the public body shall re-publish the notice and request the application.
(9) According to sub-rule (8), if at least three letters of intent are not selected even when the notice is published for the second time, only the list of those who have been selected can be maintained.
(10) The information of the list prepared according to this rule shall be given by the public body to all the applicants who submit the letter of intent.
(11) In the case of procurement of consulting services as per sub-rule (2), if the foreign applicant makes a joint venture with a domestic consulting person, firm or company, such foreign applicant may be given priority. However, joint venture cannot be done in such a way as to create a joint venture.
(12) While evaluating the capacity according to sub-rule (5), the total cost of consulting services should not exceed one hundred and fifty percent of the estimated turnover.
(13) Rule 54A while choosing the letter of intent according to sub-rule (5). It should be chosen so that the work will be completed within the specified period.
(14) During the selection of the letter of intent in accordance with this rule, if a letter of intent is requested from the public body because of the score obtained by him and the reason for not being selected, within five days the score obtained by him and the reason for not being selected.should be given to
